Invitation to Submit Proposals for Consultancy Services: Survey and Design of Marine Disposal Sites under the 1996 London Protocol, Bangkok

The Marine Department intends to hire a consultant to survey and design marine disposal sites under the 1996 London Protocol, Bangkok, in order to determine suitable disposal locations in the Gulf of Thailand and the Andaman Sea. The project also includes drafting subsidiary regulations under the Marine Waste and Other Material Disposal Act B.E. …, covering procedures in accordance with the 1996 London Protocol.

Submission of Proposals
Interested consultants are invited to submit six (6) sets of proposals (1 original and 5 copies) in two separate envelopes:

1. Envelope 1 – Technical Proposal:
   Includes academic and professional documents demonstrating the consultant’s qualifications and experience, previous contracts with government agencies, state enterprises, or reputable private companies, certificates of personnel or consultant achievements, and other supporting documents. This may include concepts, methodology, work plans, educational background, and experience of personnel.

2. Envelope 2 – Financial Proposal:
   Includes the proposed consultancy fee and cost breakdown.

Consultants may download the Terms of Reference, evaluation criteria (technical and financial), and reference price for the consultancy project via the provided address or QR code.
